Kertatolysys Exfoliative

Property: the right to national and local responsibilities.

In journalism this is called a buckeye. Since the arrival of winter, the media seized the issue of inadequate housing, are some images or pictures of homeless people in Paris or Lyon (preferably when it is very cold), the media do the same in early February when the Abbé Pierre Foundation released its report. A nice story on the evening news on TF1's grandma who sleeps under the roof and the lady who is burnt out and does that with his daughter, then puts everything in the closet until next year.

But for several years the reports of the Abbé Pierre Foundation are dramatically similar.
Indeed, the situation is very alarming. And the latest report 2011 draws a red card hurts: extension of what we may call slums , continuing deterioration of poor housing (for renters as for homeowners), rising rents, access to housing always terribly difficult for many citizens , etc.. Developments in this report, it focuses the "American dream" of "every owner."

Nicolas Sarkozy promised a 70% owner, moving from elsewhere in the proposal to allow subprime (video below) (re-borrow on the value of a mortgage, it was before the crisis .. .) . But what is to own means to be well housed, and sustainable manner? Obviously not. It is a complete blur, based on household debt and in no way a long term vision of this crucial problem of our society.

The right-wing government should instead reconsider its decision to raid funds for social housing (HLM). Instead the Government should reconsider its decision to remove support for the improvement of housing (renovation, photovoltaic ...). Benoit Found should avoid parading with these figures distorted and misused their real meaning.

That assistance homeownership, yes. But not at the expense of the rest of the housing policy. The political vision of "every owner" is dangerous. Seen locally, the policies implemented by local authorities include the right to create subdivisions, mostly private. And when it comes to participating in the equalization of land, she said no.

In this sense, the right locale is no exception.
While downtown Châteaulin account number of vacancies may be in poor condition for some, the municipality prefers to create subdivisions. Why not create but it should already incorporate real ambitions of sustainable development (local common standards of construction, heating, ...). But sprawl is not sustainable. Farmland useful are shrinking alarmingly. And construction of housing estates, isolated or not, is expensive: more roads, water systems and sanitation, communications networks, etc..

The CCPCP , despite the support (worth mentioning) of its president Mr. Bellin and Alain Le Quellec voted against participation in the establishment of public land Britain. EPF Breton, wanted by the majority of PS-PCF Britain, aims to advise and assist communities in acquiring land at a cost to complete their projects. Creation of assisted housing, planning for economic and agricultural development, protection and enhancement of natural areas, brownfield redevelopment, here against what Ms. Nicolas and M Gouérou voted.

From our side, we propose among others:

- replace bail by a public guarantee rents (single window),
- mentor rent (not more than 25% of the budget for a family with one child),
- strengthen SRU (25% including 15% very social extension to peri-urban areas, enhanced penalties ...),
- encouraged a mix stronger (for example, in a single building or plot: 1 / 3 of conventional housing, 1 / 3 of affordability, 1 / 3 social housing and very social), etc.
.
